Latin America: UPR First-Cycle Country Recommendations

Country specific recommendations are issued to State parties through the UPR process. The following pages will outline those recommendations made in relation to the Latin American countries under focus in this project:

All relevant documentation relating to the Universal Periodic Review process can be viewed and downloaded from the United Nations Universal Periodic Review website which can be accessed here. By accessing the ‘Documentation’ link on the right hand tab, documents relating to each State party can be located using the search tools UPR by session  or by country .

The documents on which the reviews are based consist of:

  • National reports – information prepared by the State concerned. Other information considered relevant by the State concerned may also be submitted, which can be presented either orally or in writing.
  • Reports of treaty bodies, special procedures, including observations and comments by the State concerned, and other relevant official United Nations documents, compiled in a report prepared by the OHCHR
  • Information which is provided by ‘other relevant stakeholders’ to the UPR, which is summarised by the OHCHR in a document – ‘Summary of stakeholders’ information’. Stakeholders may include NGOs, NHRIs, human rights defenders, academic institutions and research institutes, regional organisations and civil society representations.
