OPCAT Briefing Series – National Preventive Mechanisms: Drafting effective annual reports

The Association for the Prevention of Torture (APT) has recently published a briefing paper that includes recommendations and practical advice on National Preventive Mechanisms annual reports. Under Article 23 of the Optional Protocol to the UN Convention against Torture (OPCAT), State Parties are required to “publish and disseminate the annual reports of the national preventive mechanisms”. However, OPCAT is silent in relation to a number of important components of these annual reports, including their objectives, content and structure.
